The legal framework in Luxembourg

Since the transposition of European Directive (EU) 2016/2102 and the European Accessibility Act (EU 2019/882), websites and mobile applications must comply with accessibility criteria based on the WCAG 2.1 AA standards.

In Luxembourg, this obligation applies to:

  • public-sector websites (administrations, municipalities, schools, etc.);
  • private companies offering essential services to the public (banks, e-commerce, transport, etc.) as of June 28, 2025.
